[BUG] Can't scroll to select levels when window height is over 900 pixels

As stated. Windowed mode the game lets you scroll.

Setting WINDOW_HEIGHT to more than 900 (approx) will prevent the scrollbar from appearing. Width doesn't affect the behaviour.

Fixed in commit 0443e96. (Fix will be included in release 0.0.24.0).
