[SUG/BUG?] Allow moving backgrounds to move over other objects

Backstory: I'm about to release a big update to my underwater tileset. One of these updates involves changing the background color to black and making updrafts the ocean blue color so levels using the underwater tileset that don't use the updrafts as the water (the main gimmick), these levels can be easy differentiated from ones that do (so players can tell at a glance whether Lemmings are able to splat.)

However, in doing so, my moving backgrounds no longer appear in the level, as they will always be behind the updrafts, and thus, invisible. I'm not sure if this was intended, but I would like this to be fixed.

This is 100% intended, because updrafts are far more important than moving background objects, thus should not be hidden by them.
But I totally agree that this is a problem in your style and something I totally missed when I suggested making the updraft visible via a uniform blue. I don't have a perfect solution for this, but perhaps a moving wave made in gray with alpha set to 50% is a better choice? This would create a rippling effect on top of the usual background, with the original color still shining through.
