A lot of you are probably like me - want to be able to do good graphics, but don't have(and don't want to get) a proper graphics program.

Well, here's your solution:

http://gimp-win.sourceforge.net/stable.html

It's a free, very powerful, fairly small file-size graphics editing program, capable of very good results. Have fun. ^_^
My Lemmings projects
2D Lemmings: NeoLemmix (engine) | Lemmings Plus Series (level packs) | Doomsday Lemmings (level pack)
3D Lemmings: Loap (engine) | L3DEdit (level / graphics editor) | L3DUtils (replay / etc utility) | Lemmings Plus 3D (level pack)

Awesome. There are a ton of cool programs for any use you can think of on sourceforge, all for free.

Unfortunately, the Gimp sucks for indexed graphics (using palettes) and I really hate its user interface.
Bad palette support is also true for Photo Filtre (http://www.photofiltre.com/ - free for private use), but in contrary to Gimp, it's a small, quick, crash free and intuitive painting program.

When it comes to commercial painting programs, I think the best for game programming are PaintShopPro and Pro Motion (http://www.cosmigo.com/promotion/). PSP has more features and the palette support is ok. Pro Motion is pretty much like Deluxe Paint on the Amiga (and can even read Amiga ILM animations)  with very good palette support. Still, I prefer PaintShopPro...
