[Bug][Tileset] L3 Shadow OWW down arrows have OWW up arrow animation

It seem like we have a case where a wrong animation has been assigned.

L3 shadow has OWW down arrows, but the designated animation for them is the one for OWW up arrows.

They, of course, still function correctly as OWW down arrows.
