[SUG][PLAYER] Remove the "PANEL" keyword for info.nxmi files.

Currently, in order to use custom skill panel graphics, the pack's info.nxmi file must have a line "PANEL".

I don't see why this is necessary. If a custom graphic exists in the pack, use it; if it doesn't, fall back to default.

Is there anything I'm overlooking here?

To be very clear: I am not proposing that support for custom panel graphics should be removed. I'm proposing that content creators shouldn't need to include the "PANEL" line in the info.nxmi file in order to use custom panel graphics, and that NL should just use them if present.
