I think for most of your list, the bottleneck is simply having someone with the required artistic talent contribute. Consider how long it took before the background image (thanks NaOH!
) got updated to its current form.
Especially tricky is that we need original content, or at least content under a suitably free licensing model. So copying from existing commercial video games for example would not be allowed.
