It seems that many people seem to have problems with this level. I think it is misrated in Taxing, but not that bad at all.
Let's do some exclusions: Trying to get down the crowd on the left you'll need both terrain removing skills in order to get the crowd to the exit afterwards. Now, try to hold back the crowd for a sufficient time and make a safe pathway down for them with only three builders...problematic, isn't it?
Down on the right, well, you've got to get past the gaps, build twice or three times to lower the fall (as the OWWs don't allow for mining) and in order to do the latter, turn a lemming (floater) at the bottom around. Additionally you've got to hold back the crowd. Won't work obviously.
So the only way left for the crowd is the middle.
