[sug][Player & Editor]Pan Background Position

There are certain backgrounds that, to get the full enjoyment out of it, a bigger level must be made, but I want to have to ability to move the position of the background so I can choose to have a good view to complete the feel of my level. Like I'm making a dragon valley level and i'd like to move the BG upwards just to see the mountain.

Because Nessy suggested I do that.
I was hoping for some traction for this, I'd like to be able to change the position of a BG and not have to make many copies of a BG so I can get better views of one.

I can totally see where you are coming from, why you would want it and that it should be added at some point. However it would mean touching basically all parts, starting with the editor, moving on towards the level file specs and then to the player itself. While nothing of this is particularly difficult, it still needs quite a bit of work. As such it is not high-priority for me at the moment.
My plan for the next future: Release a new NeoLemmix version in about two weeks. Until then I will mainly focus on bug-fixes, not additions to the game. After that I will have a bit of vacation, during which I want to do two things:
1) The less exciting one: Rearrange the skills and split the pickup skill spite for more flexibility.
2) The more exciting one: Get out a first trial version of the shimmier, so that it's physics can be tested by all of you.

I vaguely recall - and this may be wrong, or it may have been later removed - that at one point, in addition to the horizontal-strip and vertical-strip options, there was also an option for "each frame is seperate file" in the object loading code. Before writing anything yourself, check if this does actually still exist in the code. :)

Will it still be possible to make custom frames for them? As in the skills themselves, will it still be possible to have the skills be themed towards the lemmings in the set?

Yes, you will still be able to customize every aspect of them, that you can customize right now. The only difference will be that you will need one pickup-sprite per skill, instead of having them in one long strip.
