Well, there are some sites out there which deal with Sonic game rom hacking in general, the main one is 'Sonic Retro', although there are a few others such as 'Sonic Research'.  Be careful though, Sonic rom hacking can be classsed as a grey area since it might be classed as copyright infringement.

It could be but Sega really doesn't care.  They've let the Sonic hacking and even fangaming scene go on for a decade and a half or so despite being WELL aware of it.  Heck, back when I first went online (1999) it was probably one of the biggest video game related communities on the internet.
