soo... i never used dosbox in my entire life + it is REALLY hard to manage to make it work :'(

Although the original Lemmings 3D is a DOS game, the editor L3DEdit (https://www.lemmingsforums.net/index.php?topic=4274.0) is a Windows app, and Loap is capable of loading custom levels made with it. You still need a copy of the DOS L3D game for L3DEdit to load the graphics from, but you never actually need to use DOSBox or actually run the DOS game - it's just there for the graphics files.
There was never really enough interest in Loap to justify a purpose-made editor, especially with L3DEdit already existing and being usable for the job.

It's been a while since I've touched anything L3D-related, but from memory: You should put L3DEdit in the same folder as DOS L3D. It doesn't matter if this is the same folder as Loap or not.
Loap itself does not require a copy of DOS L3D (it comes with pre-extracted and converted copies of the graphics to the more-common PNG format); only L3DEdit needs this.
