I've implemented support for this in the player for the next update. Editor support still needs to be added.

If you're working on graphic sets now, all you need to do is mark all background objects as Static Background. In V1.47n, levels will always use the last background object in the list; from V1.48n, it will be possible for levels to select which one they use.

This is now fully supported in the latest experimental builds (and will be in the next stable update, which will be V1.48n).
